San Fernando City, La Union — December 4, 2025.
The Schools Division Office of the City of San Fernando, La Union (SDO CSFLU) proudly staged the State of the Division Address (SODA) cum First 365 Days Accomplishment Report of Schools Division Superintendent Dr. Sheila Marie A. Primicias, held today at the La Union National High School Amphitheatre.
Anchored on the vision of building a “little Singapore in the North”—an education ecosystem that is disciplined, data-driven, innovative, and people-centered—Dr. Primicias presented the Division’s breakthroughs across governance, instruction, learner support, digital transformation, and community engagement.
“Today is a celebration of how far we have come, and a reaffirmation of where we are headed. Our calling is clear: to safeguard the future of every Fernando and Fernanda through responsive and inclusive education,” Dr. Primicias emphasized.
Key Accomplishments Highlighted in the SODA
1. Governance and Administrative Reforms The Division strengthened systems through WISE-SMP, MOOE Liquidation Day, streamlined HR processes, and responsive policy implementation. These reforms improved efficiency, transparency, and service delivery across schools.
2. Literacy and Learning Acceleration Programs Flagship efforts—Bawat Fernando at Fernanda Bumabasa, Reading Room Project, IMREADY, and school-based interventions—boosted foundational skills while addressing learning gaps with compassion, dignity, and learner-centered approaches.
3. Digital Innovation and 21st Century Skills The Division fully launched DIGI-Lingkod, Digital Innovation Camp, IMREADY, and strengthened technology integration to support teachers, improve M&E, and foster 21st-century competencies.
4. Safe, Child-Friendly, and Climate-Responsive Schools SDO initiatives strengthened disaster readiness through QuickScan, health programs, and environmental stewardship, ensuring safer and more resilient learning environments.
5. Stakeholder Partnerships and Social Mobilization Through strong collaboration with LGUs, barangays, civic groups, and private sector partners, SDO CSFLU mobilized resources and expertise for school needs, sports development, SPED support, infrastructure, and community-based literacy.
A Year of Firsts for the Schools Division Superintendent
Dubbed as the “SDS of the Firsts,” Dr. Primicias’ first year saw trailblazing initiatives that expanded opportunities for learners and empowered teachers and school leaders. These first 365 days showcased a governance anchored on innovation, integrity, and genuine malasakit for the school communities.
A Unified Division Moving Forward
Assistant Schools Division Superintendent Dr. Nestor C. Heraña, Chief CID Dr. Edgar Cosares, Chief SGOD Dr. Jose Mari Almeida, Education Program Supervisors, School Heads, teachers, and partners joined the event in full support of the Division’s shared mission.
SDO CSFLU reaffirmed its commitment to sustain gains, strengthen partnerships, and embrace innovation—ensuring that every child in the City of San Fernando receives quality, safe, and future-ready education.
